Mt Hood parking this weekend

What time does parking usually fill up for a pow weekend? I’m staying at Welches, going to Meadows the first time (visiting from the East Coast). Looks like my options are either driving or taking the Hoodland shuttle. Any thoughts on how early to go to get a parking spot? Heard we need to get the Sno-Park permit as well. We’ll have chains in the car. Appreciate any thoughts/advice.
