Resource Creation Location & Workspace Columns

Why are resources created into the Workspace level? For example, I have a lakehouse in a folder within a workspace. From this lakehouse, I create a new notebook. I would think this notebook would be created in the same folder as the lakehouse. Even better, give me the option to choose the location for the notebook upon creation. Say I have a workspace with a lakehouse in it & a folder for notebooks. When creating a notebook, I want a box to pop up similar to SaveAs where I can choose to create the notebook inside the folder.

Another thought, why are there not CreatedDate and UpdatedDate columns in the workspace?
