Static IP on router or device?

I tried making a server for a game and it wasn't allowing prople to join. Then I learned that metronet uses cgnat, which blocks port forwarding, so i will call and add a static ip.

My question is whether the static ip should be put on the router or on the device that the server will be running on (pc).
