Anyone having an issue with getting the >!rocksteady mantle!< ?

I completed the quest that leads you to get it, my friend who played with me got the trigger to get it but I didnt, I dont have the slot in the equipment that allows equipping mantles, it just ends with talismans. Anyone seen this issue? Or am I missing something?
