Are Japanese restaurants/cuisine spots commonly considered upscale/fancy?

I keep watching kdramas and kmovies and I see scenes where top gangsters or businessmen meet and convene at these Japanese looking restaurants either in chairs or commonly on the floor (like its a chair seat with back support but stuck to a floor without the legs) eating sushi and stuff. Obviously korea was occupied by Japan in the past so it still has lingering influence - is this one of them?
