Laser hair removal after 3 years and still no results

I have been spending hundreds on laser for the last 3-4 years, apart from a few time gaps in between, it's been every 4-6 weeks, I've tried 4 different laser clinics as well as the Philip Lumia which I own and I'll admit my underarms and legs are pretty much gone but my arms and face are literally still just as much hair as when I started and I'm so fed up. It's such a scam when they tell you it's pain free and permanent, my face laser is the most painful experience I've had in my life. I have medium tone skin and dark thick hair so basically the perfect combination for laser to pick up. Does anyone have any suggestions of some super treatment I can do lol? Or if not, has anyone else had this experience? Unfortunately I can't just leave it, because I get abnormal amount of hair growth otherwise (could be hormone related, undiagnosed so not sure) so am just getting tired of spending so much time and money on it to have to still continue shaving regularly.

edit: I have the right skin and hair tone to be picked up by the laser but looks like I might need to firm it with the electrolysis pain and give it a try because I haven’t used retinol in years because of laser, I’ve had enough 😪
