Getting Pokemon Cafe Reservation Spots Near Impossible?

I've watched all the tips and tricks videos on how to get a reservation, but every time I get the Congested site page, I refresh (NOT WITH THE BLUE BUTTON) and all the spots are taken. I then wait the 20 minutes that spots open back up again and the site gets congested again so I refresh, refresh, refresh, and then there are still no more spots for me.

I've been trying for an appointment for weeks staying up til 5 am because I'm in Florida and still not getting any luck. Could it be that there's a bunch of bots waiting to swipe up those spots before any human can get a spot? It's been incredibly frustrating. I have fast wifi, so that shouldn't be the problem. In a few attempts, I've even used a Japanese VPN connection as one video suggested, but still nothing.
