Upgrade Security Baselines Nov. 2021 to 23H2?

I'm going through the process to upgrade security baselines from November 2021 to 23H2 and found you need to export the settings to CSV and then manually configure the new settings in a new profile?

Is there any way to semi-automate this using any third-party tools? Seems very tedious to manually need to go through this process.
