What is this?

My cat was sniffing this thing near one of my plants, and I'm worried she might have swallowed another one of them. It feels hard to the touch.

My cursory googling says it's a slow-releasing fertilizer, but I wanted some confirmation on if that's true, and if it's safe for cats. Thanks!
