Could Stealing a Hunter's License Be a De Facto Revocation Method?

Hey, everyone! I've been rewatching Hunter x Hunter and stumbled upon an interesting loophole regarding Hunter licenses.

We know once someone becomes a licensed Hunter, their status is essentially untouchable. Chairman Netero even explicitly mentioned that if Gon were to publicly kill him, Gon’s Hunter license still couldn’t be revoked. However, there's an intriguing catch: if a Hunter sells or loses their license, they cannot receive a replacement. Given that licenses grant critical access to Hunter privileges, losing one severely restricts a Hunter’s ability to operate.

This made me wonder—could intentionally stealing someone's Hunter license serve as a “backdoor” method of effectively revoking their powers without technically breaking Hunter Association rules?

Imagine a scenario where a specialized team / powerful Hunters, possibly backed by factions within the Association or even influential underworld groups, targets a Hunter specifically to steal their license. Successfully stealing it could neutralize that Hunter’s official status, forcing them to operate unofficially without the Association's resources, recognition, or support, and without access to restricted areas or information only accessible with the licence.

I haven't seen this idea discussed really, so I'm curious what everyone else thinks. Would this strategy realistically work in the Hunter x Hunter universe, or are there significant flaws or risks I'm overlooking?
