The attack Netero used against Pitou was clearly an emmision attack. Why do some people believe it's not?
Why do some people believe it isn't an emmision attack when it appears to be, both in the manga and anime?

People may believe it is not an Emmision attack because Zeno explained Netero's ability prior to the attack, but it could easily be an Emmision attack carried out with Neteros' Guanyin, as seen in the anime.
