Who actually planted those bombs in the Capitol Arena?

It seems unlikely to me that anyone from the districts had planted those bombs in the arena, which is why I suspect that someone from the Capitol had done it. But in the end, I suspect that this is just one of those Hunger Games mysteries that will never be cleared up...
