What happened to the capitol ultra wealthy and their district assets?

We know from TBOSAS that some wealthier capitol citizens get their money from heavily investing if not owning a districts industry (snow with 13s military and another one who was big on the travel for district 10 resorts) but what happened to these businesses after the war. After the American civil war I k ow that slaves a lot of the time would go back and work for plantation owners but under better conditions and pay and something similar could play into effect here and also considering the fact that the districts still all need to produce their given products otherwise panem cannot function

The only thing I can think of is the owners of the industry are allowed to own them still but maybe pay workers more or maybe they are now more publicly shared
