Is there any existing SOP against making pages for the Garden Center entrance closing?

We started doing so today, to avoid blindsiding customers (and by extension avoid associates getting yelled at) and immediately got shut down by a ASM stating that “We just can’t do that” after the first page, while citing zero policy. Also led to associates getting yelled at when we closed the gates with no warning, so go figure. Managers here have a habit of creating imaginary rules so I just want to see if anyone has any knowledge of something like this.
