Serval is an erudition character with a low energy cost ultimate, additional energy traces/eidolons, and has access to an energy regeneration light cone.
It is possible to have a 1 turn ultimate meaning every time you use her skill, she can immediately ultimate. As you can tell this means she can attack an absurd number of times per cycle.
Serval Energy Math
The key behind serval's success is how often her shock applies, and how much energy generates on her ultimate & skill.
- Serval A4 Trace: At the start of the battle, immediately regenerates 15 Energy.
- Serval E2: Every time Serval's Talent is triggered to deal Additional DMG, she regenerates 4 Energy.
- Serval E4: Ultimate has a 100% base chance to apply Shock to any enemies not currently Shocked. This Shock has the same effects as the one applied by Skill.
- Serval Talent: After Serval attacks, deals Additional Lightning DMG equal to 72% of Serval's ATK to all Shocked enemies.
- S5 Passkey Light Cone: After the wearer uses their Skill, additionally regenerates 12 Energy. This effect cannot be repeatedly triggered in a single turn.
Assuming you're running ERR Rope, and a 5% ERR planar: 1.244 ERR multiplier
At the beginning of battle She starts with base 65 energy after A4. This means no matter how many enemies, you're going to hit 100 energy off her first skill.
Ultimate Formula (100 energy cost): (5 [base energy] + (5 [targets] * 4 [E2])) * 1.244 multiplier = 31.1 energy against 5 targets.
Skill Formula: ((30 [base energy] + (3 [targets] * 4 [E2])) + (5 [targets] * 4 [E2])) * 1.244 ERR = 77.128 energy against 5 targets.

Often times you can hold onto her ultimate until 5 enemies are summoned on the field assuming you run vonwacq.
Serval Speed Break Point Math
The goal of the build is to go at least 3 times in the first cycle, if not 4 from supports (or more).
The first break point to get 3 turns in the first cycle with Eagle + Vonwacq is 156.6 speed assuming you use 1 ultimate (2T ult).
(10000÷156.6×0.6)+(10000÷156.6×0.75)+(10000÷156.6×1) <=150 AV
The second break point to get 3 turns in the first cycle with Eagle + Vonwacq is 140 speed assuming you use 2 ultimates (1T ult).
(10000÷140×0.6)+(10000÷140×0.75)+(10000÷140×0.75) <= 150 AV
But what if I want to run Lushaka for that sweet sweet 12% ATK!
The third break point to get 3 turns in the first cycle with Eagle + no Vonwacq is 166.6 speed assuming you use 2 ultimates (1T ult).
(10000÷166.6×1)+(10000÷166.6×0.75)+(10000÷166.6×0.75) <= 150 AV
But you may want to be conscious of getting at least 5 actions total by the 2nd cycle if you're not planning to 0 cycle. Below is a chart for all the break points not considering being hit, delays, teammates, or buffs. So do not worry if you cannot reach the highest break point.

Serval Build (Relics, Light Cone, Traces...)
Note: Building damage on serval does not matter at all. Build damage only as a tertiary goal after speed/effective hit rate.
In my opinion, Lushaka only offering 12% attack buff while forcing you to farm impossibly high speed gear, as well as forcing your main dps on the outskirts of the battlefield (reducing the number of times they're hit by blast attacks) makes it a much worse choice than Vonwacq.
- Relic Set: Eagle 4pc
- Speed boots
- Planar: Vonwacq > Lushaka for minmax (or penacony if it's all you have)
- Mainstat HP ideally
- ERR Rope
- Speed: 157 speed for general use, anything over 140 if you have bad cavern rng
- EHR: 66.7% total
- Light Cone: 3* Passkey S5
- You don't need to level up any of her skill/ult/basic/talent
For her rotation it depends on whatever team you are running. Skill as much as you need to to ensure 1T ults or basic when possible and for SP. You can save her ultimate if you know the boss will spawn minions (assuming you have a decent speed break point), but otherwise use it immediately after her turn.
How many stacks does Serval generate?
Ultimate: generates max 8 stacks (1-1-4-1-1)
Skill: generates max 6 stacks (0-1-4-1-0)
Assuming 4 turns (w/robin) with 1T ultimate in the first cycle that is a total of 56 stacks in the first cycle generated from 1 character on the team.
Last Thoughts
If you find that you're unable to click her ultimate after using her skill, you may have to click the "auto" button to instantly cast ultimate, especially end of cycle. I don't know why it works like this, but it gives her energy in 2 bursts from her skill.
