Technics AZ60 ANC static?

I asked this question over at the technics subreddit but got no response, so asking again here:

AZ60 ANC static?

When I turn on anc or ambient sound on my brand new set of earbuds there is this constant quiet clicking and static noise going on.. Is this a defect? It goes away when I turn off anc or ambient sound.

Edit: I am not talking about white noise, which I know is very common with ANC. This is a cracking/clicking/whahwhah static.
