How to not be offensive when complimenting someone's hair?

I saw this video on Instagram by the user @chusmiles and she's talking about microagressions. I guess I'm missing where "okay new wig" or "okay new hair" are microagressions. How can I compliment someone's hair without being offensive? For example, my friend's hair is shaved but she recently has been wearing a wig with a super pretty kinda money piece coloring where the front is white and the rest of her hair is black. I think that her wig is so pretty, but I wasn't sure how to compliment her on it because I didn't know if I could mention the fact it was obviously a wig or not? I would probably say "wow (name) the wig is so cute" or "wow (name) I love the money pieces" is that appropriate? Please let me know how I can compliment someone's wig, specifically, without being offensive. Advice for braids and other styles would be awesome too!
