Scenario 72 question

Scenario 72 includes rules about pushing a block of ice. It reads "The ice pillar can be targeted by characters with attacks, of push or pull abilities in an attempt to slide it" To actually move it, you must meet a certain damage threshold. "Any attack with a push or pull effect reduces the difficulty by 2 for the attempt..." So, if you attack it with an attack 3 push 2, would it push it just 1, or 3? If you fail to do enough damage, will it push none or 2?
