skyward spine on zhongli or xiangling

so i just pulled skyward spine on standard, but i can’t put it on my raiden since she has her engulfing lightning. the next two characters i use the most (in order) are zhongli and xiangling. i use zhongli for his shield mostly and burst dps a bit and then i use xiangling for her burst. who should i put it on?
