Effective tools to clean up leaves

Autumn is upon us.

I have a council tree that shred so many leaves.

The leaves are:
- on the nature strip

- on the foot path

- blows into my front garden where I have small rocks

- gets stuck under the roots of hedges and succulents

I need a tool that can help me clean up these leaves (don't need it as mulch).

Is there something that actually works well?

There are rakes and claws that can make you look like Wolverine . There are also garden vacuums, but I feel like these would work better on flat surfaces and not my rocks or under the hedges.
