Freight forwarder wants me to pay after the goods arrive at their warehouse. Is that common?

I'm worried that they will raise the price once they have the goods. On the other hand, they may just want to confirm the weight and size themselves. They only have 1 review and it's 5 stars on Alibaba, which also makes me nervous, but for what I'm shipping, many companies won't work with me.
