Take flight quest, please help

How do I reset the quest because the Ikran isn’t there and idk how to fix that. I have tried death, restarting the game and just going to the main menu many times and it hasn’t fixed anything. Edit: I have now released it’s because i have not talked to the guy but he will not talk to me. He just stands there.
