College Student looking for a hair change

My best friend is a student at CSU. She is looking to get a haircut and color. She is hoping to dye her hair black with a pop of purple underneath. Where would be the cheapest and best place for her to go? Is the IBMC student salon a good choice? She's on a tight budget and doesn't know how to dye her own hair properly.
