Why is my print like this on overhangs?

Ender3 v2 just installed (and tune) a new double gear extruder, adjusted my bed with the pei clean, checked all of my bolts and straps, changed my nozzle and tried many different temps settings and layer height. (This was printed at 200° and 60° bed with PLA) The rest of the print looks really good!
