My first spring in the new house, gardening tips?

Hello, this is going to be my first summer taking care of gardening and landscaping at my house. If you guys have subreddit recommendations, please let me know!

Also, what am I supposed to do with the dead plants from last year? Do I rip them out? Leave the roots? Leave them as is? I have plants like this all over.
