Bizarre anime Villian angel vs a Werewolf seemed like comedy

So there was a pretty old clip I watched and it suddenly came to mind, there was a villian attacking like amilitary base but all he people there qhere eiher chibi or children, he villian was a muscular guy but effeminate, muscular and wearing suggestive clothing, then one of the adults turned into a werewolf and started fighting but then suddenly ythe wolf touched on of the Villian nipples and here was a electric reaction an that's all i remmeber.

It seemed like a comedy with over the top japanese humor.
