Why don’t HF Quant Traders,Investors, and Researchers become Self-Employed Traders?

Why don’t the people who work in HFT and at Hedge Funds utilize their technical experience and knowledge to trade stocks and invest in their spare time.

Not to take a shot at institutional investors, but their employees could easily utilize their skill sets to invest and trade independently... right, or no?
