Psn avatars in europe ?

Hi! So I'm from Belgium ! I didn't get the platinum but I finished the story (chapter 1 and 18) and I saw online that it's possible to get avatars for finishing chapter 1 and 18. Just wondering, anyone from Europe were able to get them ? If so, how ? Thank you in advance !
