Cloud/Sephiroth Banner Expiry Query

Halloween event ends Nov 2 yet the weapon banner pull ends Nov 9? wot?

I guess it's so there's two weeks instead of one week for players to pull Halloween Banner 2 once it's released on Oct 26 (assuming they do another one like Beach Festival did), but like... if so why not just make the entire event end Nov 9?
