Radahn Festival blocked

Hello there, I have defeated all the major bosses before Radahn such as godrick renalla margit and the léonin chimera but somehow when I arrive at the red lions castle, the clown who announces the red festival is not here and the door that brings to the elevator for me to beat Radahn is blocked by a NPC. By the way, I’m in a new game +2.
