Immutable laws of physics = the game can't be patched, is that right?

So reading the white paper, it makes it sound like "what ships can do" will be restricted primarily by physics and player ingenuity, and energy. The laws of physics will be "immutable" and the economy and Smart Assemblies will be decided by players.

Does this mean, for instance, if players find a way to to create, say, a gun that one-shots enemy players instantly from across the map, that CCP won't/can't patch that? That if the "physics" of the game make something possible, it can't be undone, even if it leads to degenerative gameplay?

Someone invents a module that detonates the fuel in your ship. Does it just become an arms race of who detonates whoever first? Does it mean weeks/months/years of a crazy meta until someone figures a way to counterract it?
