I want to make a stax deck!

My pod is playing with the new bracket 3 rules.And of course since there is no MLD,they all turned to ramp and green haha.So i want to punish weenie strategy and them playing 300 small creatures in a turn.I have looked into [[Rule of Law]] stax effects but i cant find a good commander.

I built [[Ephara,God of the Polis]] but without a two card combo she was just spinning her wheels and couldnt really defend herself.

Then i tried [[Breena,the Demagogue]] but i couldnt effectively play around my own stax effects and hatebears arent that used for winning through damage

So!Whats your recomendation for a two color commander that isnt pricey that could be built as stax? I want to hear your opinions
