How to train a reactive dog on walks

So this is Phoenix. She’s a 8 year old Frenchton We rescued her a little over a year ago. She was a former breeding dog.

At home she is the sweetest dog to people. Never barks and loves attention and affection. But on walks she’s a completely different dog. She gets super focused on stuff, whether it be a dog or another person. We can’t seem to break her attention off of things when she gets like this. Treats, her name, nothing can break her focus. She sometimes is able to calm down but if we pass 2 or 3 dogs on a walk. By the end she is barking at everything. She really doesn’t like when children stare at her (from what we know this is because at her old home kids used to throw stuff at her so I get it)

I’ve had other dogs before and I’ve been able to get them to be good walking dogs. I’ve tried every command and trick I did with them. But anything we work on at home disappears the second she sees a person or a dog on a walk
