Should the Final Boss have been [Spoiler]?

I never played DOS1, so at first the character Braccus Rex was this mysterious figure who I slowly learned more about over time. By the time I reached Act II, I was certain this was a major character from the first game, and a quick search proved me right. I loved the world building around this figure, and felt his indirect presence was very fitting.

As the game progressed, I became more and more hyped to fight the obvious main villain, The God King. Then, in Lucien's tomb, I was ready for the epic showdown to finally commence...

...and then it didn't. Not with him, anyway, but with...Braccus Rex. Suddenly he was no longer a figure of history and lore, but a returning main villain even though he hadn't made an actual appearance the entire game. No lead up. No anticipation. Not even a mystery. You had a main villain in the God King that was built up, but he was substituted for someone you didn't even know was in this game. There might be a million Watsonian reasons why it couldn't t actually be the God King, but they could have made up any number of justifications to make it work!

Been mulling this over for years and finally had to get it out. Did anyone else feel the same way?
