[Spoiler] Can get inside FELD ELECTRICAL building

Morning,
I'm trygont to get inside the FELD ELECTRICAL building but i don't have the access to either the ladder or the pipe below.
When i look at the fresco i just have two very short dialogue but nothing that could trigger the access inside.
Have i done something in my save that prevent me from going inside or is it a bug ,?

Neither the ladder or the pipe are accesible
