Missing Encryption Bit from Region Chest

I looted a Region Chest but didn't get the Encryption Bit because my inventory was full.

It didn't go to the postmaster, and Region Chests in the Pale Heart can't be looted again by switching characters.

Is there any way to fix this? Has Bungie acknowledged this as an issue?
