Why cant i drill past this wall?

Im installing wall shelves and everything was going fine until this last bracket. The bottom two holes hit stud without issue. When i shine a light through the problematic hole, i can see something metallic. My first thought is a nail plate but why is there a nail plate this high? The holes im drilling are over eight feet high. Other side of the wall has outlets at the bottom of the wall.
