I am so lost, can someone help me interpret this pattern?

Hi guys,

Working on a scarf pattern and I came across the highlighted section and I’m not sure what it means.

I interpreted it as skipping two stitches and then doing a fptc.. but that’s not really working out with my stitch count.

So can someone please interpret this for me?
