Everything but one pc works

I just switched to xfinity internet and have a fairly new pc. It was running off Ethernet fine with my previous isp. However now it won’t connect or load pages. The WiFi will work with the exact same pc, and the Ethernet will work on other PCs with the same cable/port. Troubleshooters show no problem. And I can get to a website sometimes although it will fail to load the entire page if at all. Any ideas? It seems like a hardware issue on my end but it says it’s connected. I’ve also tried almost everything imaginable. Flushed dna, changed it to googles servers, reinstalled drivers, at this point I’m on a completely fresh install of windows
