Who gave them license to operate passenger transport bus loaded with 2000kgs of commercial goods?

Srs booking is a passenger transport bus operator based in koyambedu. But clearly you can see the images, they are loading commercial goods on top of roof of bus close to 2000kgs . This is very severe safety issue and puts the lives of passengers at very severe risk. Why are the transport authorities and RTO office not cancelling their license for safety violations? How do such crooks continue to operate illegally and keep loading commercial goods on passenger transport bus?
