PCO

A month or two after my cataract surgery, my doctor said I have PCO on my right eye. How did this develop so quickly? Does it depend on the skill of the surgeon? I have Clareon monofocal which is supposed to be less prone to PCO. Also, my right eye turned from +0.25 sphere -0.75 cylinder last month to +1.5 sphere -1.5 cynlinder. Why did my astigmatism get so bad and now my distance us blurry on that eye. My doctor didnt recommend toric for this eye. Thank you
