Neutered male cat hates when any of my other cats play

My 6 year old male cat seems to hate when any other cat in the home plays. Whenever he sees the other cats running/playing with toys, he will go after them. He is more dominant than his brother and sister so they just get low or run from him but when his mom plays, he can’t do anything to her so he will just run behind her and get as close as he can. He has gone to the vet for other behavioral concerns and I am willing to take him again for this but wanted to know if anyone else has experienced this and has any advice!

For context, I have 2 neutered male cats and 2 spayed female cats in the home. My male cat with the behavioral concerns is the son of one of my female cats and the other male cat is his brother (so 3 cats are related) and my other female cat has been with us since she was 8 weeks and my males cats were 6 months.
