Can international students apply for NY Essential Plan?

Hi people, new student coming to NYC. I was wondering if international students can qualify for the Essential Plan in New York. I come from a relatively low income family and am on FA for my college. Saw some flyers on Instagram and just curious what are the requirements for Essential Plan.
