Older kitten bullies younger one, is this considered dangerous behaviour?

My older kitten is 4 months old and is very aggressive to my younger one. I just want to know if this is normal or if she's in any danger. There are some times my older cat will groom or act calm around her but it's not a very common occurrence. What should I do? I'm a very new cat owner... Sorry.
