Is Mr P a good Meeple counter?

Now the best counter for Meeple is probably Mico since he can just jump over the wall and kill him but another counter might be Mr P, since he can send his attacks over walls and hit Meeple and his teammates with that area damage. Plus, since Meeple has a slow reload speed, he'll struggle against the porters, specially with that one gadget, but what do you guys think?
