Why do so many people pick crow in heist?

He just seems like a bad pick in it as yes, his hypercharge can deal lots of damage, it's very impractical and overrated on how good it is. I'm in l3 and my teammates keep going crow in heist.

Is there something I don't know or do they just not know how to draft?
