Is Boruto overly mature as a child?
I don't discuss the character himself but discuss the writing of a story.
In Naruto, time skip makes characters mature, and you can easily tell the difference between the child Naruto/Sakura and their youth version. It gives room for character development after the time skip. We know the child Naruto is careless, sometimes unclever and unproficient in his skills, and he greatly improved it after training with Jiraya, which makes the time skip meaningful.
However, Boruto is much stronger than the same age Naruto both in power and in mentality. What can he learn from Sasuke during time skip if he has already been so mature? Time skip will not be that meaningful if he doesn't look like a child.
Many people don't like Sarada in manga, but only Sarada really looks like a 12-yo child compared with her counterparts, and she reminds me of the same-age Sakura who is emotional and relatively mentally weak. It is expected to give characters more room to develop themselves in the future when they overcome those shortcomings.
