Is endgame still just constant war?

I played the game religiously when it came out but eventually had enough of every faction declaring war all the time. The AI seems to identify you, once you own x amount of territory, and repeatedly declares war. It was a slog.

Is this still the case? Or has it been re-balancer a bit. Been 2 years since I played.
