Vlandian Sharpshooter the top tier ranged unit???

Ive seen multiple tierlists that all pointed at the vlandian sharpshooter as the best ranged unit, but something seems off about them. When I have them at Fire At Will command, they just try to shoot at people who are 180-200m away and miss nearly all their shots, so when they actually come closer and they can be more accurate they dont have any bolts left. Are they considered S tier only because they have pretty good use as regular infantry because of their shield+sword or am I missing something?
