How to attach netting to balcony without drilling?

I want to be able to cat proof the balcony because my cats keep jumping on top of the railing and the only thing I can think of is netting or maybe sticking a vertical prop that’s tall enough so the cats won’t be able to jump over it. Is there any way I can attach the netting to the top without drilling and have it sturdy enough? I was thinking a telescopic pole or hooks but I’m not sure if those are sturdy enough and I was hoping for some input or suggestions!
